The Indian Premier League (IPL) Governing Council has introduced several key changes aimed at tightening regulations for overseas players and improving the auction process. These changes, which will take effect in the 2025 season, aim to bring more integrity and commitment to the tournament. The decisions were influenced by demands from franchises after challenges in recent seasons, especially with player pullouts and auction imbalances.
Key Changes for Overseas Players
Two-Year Ban for Pullouts
Overseas players will face a two-year ban from the IPL if they pull out after being bought in the mega auction without a valid reason. The only exceptions are medical or injury-related issues, which must be verified by the player’s home board.
Mandatory Participation in Mega Auctions
To prevent players from skipping mega auctions and then aiming for higher bids in the mini auctions, a rule has been established that makes it mandatory for overseas players to register for mega auctions. If a player skips the mega auction, they will not be allowed to participate in the following mini auction.
Maximum Fee Cap for Overseas Players
To address concerns about skyrocketing auction prices, especially for overseas players, the IPL has introduced a maximum fee cap in mini auctions:
(i) The maximum price for an overseas player in mini auctions will be the lower of the highest retention price (INR 18 crore or US$ 2.1 million approx.) or the highest price from the mega auction.
(ii) For instance, if the highest price in a mega auction is INR 20 crore, the mini auction cap will be INR 18 crore. However, if the highest price at the mega auction is INR 16 crore, the cap for the mini auction will be INR 16 crore.
Franchises’ Requests Addressed
Franchises had previously expressed frustration over sudden overseas player pullouts after being bought at auctions, which led to last-minute squad disruptions. The new regulations are seen as a direct response to these concerns, ensuring that players are committed to the season once bought in the auction.
Other Notable Changes for IPL 2025
Return of the Right-to-Match (RTM) Option
The Right-to-Match (RTM) option, which allows franchises to retain a player by matching the highest bid, has been reinstated for the 2025 season. This move adds more strategic depth to the auction process.
Increased Retention Limit
Franchises can now retain up to six players, up from the previous limit. Of these, at least one must be an uncapped Indian player, while the others can be a mix of Indian and overseas players.
Higher Auction Purse
The auction purse for the 2025 season has been increased to INR 120 crore (approximately US$ 14.33 million), a significant jump from the previous limit of INR 100 crore. This will give franchises more flexibility to build strong squads.
Impact on Players and Franchises
The new regulations will have a profound impact on both players and franchises. Overseas players will now need to be more cautious about their availability and commitment before registering for the auctions. On the other hand, franchises can approach the auction process with greater confidence, knowing that they won’t face unexpected disruptions due to player pullouts.
In summary, these changes aim to level the playing field, ensure player commitment, and maintain the competitive balance that has made the IPL one of the most exciting cricket leagues in the world.
